Paving work – Place Verde

Starts Monday, September 27, 2021 for approximately 5 weeks

The paving work will be carried out in the Place Verde:

  • Week of September 27, 2021
  • For approx. 5 weeks
  • The duration of the work depends on weather conditions and sometimes on operational constraints

Any damage caused to the municipal right-of-way, a driveway or the property frontage, during the ditch reprofiling and culvert levelling, will be repaired by the contractor.

Aware of the inconvenience caused by the work, such as dust, noise and the impossibility of using your entrance at certain times, rest assured every possible effort is made to minimize the impacts during the work.

Please slow down around the construction site to protect the lives of workers.

Pont Île-aux-Tourtes

Complete night closure in both directions for 2 weekends

September 21, 2021 - The MTQ wishes to inform road users of the complete night closure of the Île-aux-Tourtes bridge for road reconfiguration, paving and marking work:

In both directions from 10 p.m. to 7 a.m.:

  • Friday, September 24 to Saturday, September 25
  • Saturday, September 25 to Sunday, September 26
  • Friday, October 1 to Saturday, October 2
  • Saturday, October 2 to Sunday, October 3
  • In case of adverse weather conditions or operational constraints, this work may be postponed.

One-way traffic going south on Montée Saint-Robert

In order to improve safety around the construction site, Montée Saint-Robert’s only open lane is now a one-way lane going south. Signage has been modified to reflect these changes.

Work on Montée Saint-Robert should be completed at the latest by Friday, September 17, 2021.

After that, the installation of the raw water supply lines under the pavement by directional drilling will continue on:

• Rue des Mésanges until September 30 (approx. 17 days)

Another complete closure of intersection

Another complete closure of intersection is planned since directional drilling is not possible at 90˚ angles. The contractor will be required to complete traditional excavation at the angle of:

  • Montée Saint-Robert and Rue des Mésanges (dates to come)

Traffic hindrances on Montée Saint-Robert / Chemin Lotbinière
Starts Tuesday, September 7, 2021

Work is underway to connect the 3 raw water wells located in la Pinière (on the fringe of the nature park Les Forestiers-de-Saint-Lazare) to the Sainte-Angélique filtration plant. When installing the raw water supply lines under the pavement by directional drilling:

  • Traffic will be alternated using controlled traffic lights
  • On Montée Saint-Robert approx. from Tuesday, September 7 to Wednesday 15 September (9 days)
  • Then on Rue des Mésanges approx. from Friday, September 14 to Thursday, September 30 (17 days)

Complete closure of 2 intersections

Two (2) intersections will also be closed as directional drilling is not possible at 90˚ angles, the Contractor will be required to complete traditional excavation at the angles of:

  • Montée Saint-Robert et du chemin Lotbinière this Tuesday, September 7 (approx. 2 -3 days)
  • Montée Saint-Robert et de la rue des Mésanges (dates to come)

Owners whose driveway is directly affected by roadblocks have already been notified by letter during a land survey. The same owners will receive a leaflet in the coming days at their home or by mail with instructions to follow, especially for collections.

The City apologizes for the inconvenience and encourages motorists to slow down around the construction site, and to respect the signs and speed indicated to ensure the safety of workers and school children in the area.

Monday, August 23, 2021 - Notice to occupants of 
Rue des Mésanges, part of Chemin Lotbinière and Montée Saint-Robert

Subject: Outdoor video survey

The City of Saint-Lazare has commissioned Ali Excavation to connect three (3) new wells located on the fringe of the Parc nature les Forestiers-de-Saint-Lazare to the Sainte-Angélique filtration plant located at 1400 rue du Puits. This work, scheduled from September to November 2021, will involve installing a raw water supply line under the roadway all the way to the plant, including in front of your property, using a trenchless method, commonly referred to as “directional drilling”, a less invasive method than traditional excavations. The details of the project will be regularly updated here.

Video survey

Before starting the work, industry standards require that an outdoor video survey of your property be conducted as part of damage prevention. This survey, the date of which will be specified to you when the work arrives in your sector, will be carried out by a technician duly identified by means of a Gestion Monox photo ID. The inspection will be carried out in the utmost respect of your property and without moving any objects. Your presence is not required. The survey, which will consist of filming a general view of your home for the purpose of documenting, in particular, the condition of the foundations, landscaping, windows, any works of art, ancillary or adjoining buildings (solarium, etc.), the entrance, curbs, sidewalks, any concrete around a swimming pool, concrete slabs, will be transmitted to Ali Excavation and will be used only in the case you require to make a claim of indemnity to the City of Saint-Lazare in case of damage caused to your property during the works.

Friday, July 16, 2021 - Let’s recall that in 2017, with the objective to supply its territory with quality water at a sufficient flow

rate, the City of Saint-Lazare had initiated a hydrogeological study aimed at exploring water sources from three (3) wells located in the Pinière sector near the Parc nature Les Forestiers-de-Saint-Lazare.

Since then, these wells have proven successful and have been approved by the Ministry of Environment and Climate Change as reliable sources of quality and capacity to increase the production of drinking water. The professional services contract was attributed on November 13, 2018 to prepare the plans and specifications as well as to monitor the work to connect these 3 wells to the Sainte-Angélique potable water network as well as put them in service.

This project, estimated at a cost of nearly $4 million, is receiving up to 100% in funding through the Gas Tax Program and Quebec’s contribution (TECQ-2019-2023).

Connection work planned as soon as the month of August 2021

Installation of nearly 6 km of raw (non-potable) water supply lines to the Sainte-Angélique treatment plant located on Rue du Puits:

  • Is expected to start sometime in August possibly during the week of Monday, August 23, 2021
  • The work will extend over a period of approximately 19 weeks, until the end of December 2021, subject to favourable weather conditions
  • The piping will be installed on the following streets:
    • Chemin Lotbinière (between Montée Saint-Robert and the nature park Les Forestiers)
    • Montée Saint-Robert
    • Rue des Mésanges
    • The route is available here.

Rue des Mésanges: West side of the street most affected by the work

The work will consist of inserting, by directional drilling, pipes fused to each other over a length of about 300 m (thus inserting the pipes in a small excavated section instead of the traditional excavation). To do this, the pipes must be laid out on the street, which means that owners will not have access to their parking lot from a few days to nearly 3 weeks for owners located on the west side of Rue des Mésanges. Indeed, because of the higher densification of properties on this street, the work will have more impact. However, for safety reasons, one (1) lane will be open at all times throughout the route of this supply line to ensure the passage of emergency vehicles. Flag persons will be in place to manage this traffic.

Neighbors to the rescue!

Although a communication will be sent to residents affected by the work as soon as the contractor’s more specific timelines are confirmed, the City is asking residents living on the west side of Rue des Mésanges to speak to their immediate neighbours

(living on the East side) as early as today to see if they can park their vehicles in their driveway (or residents on the east side to offer it to residents on the west side) for a possible 3-week period.

Preparatory work without hindrances on Chemin Sainte-Angélique

The City mandated the contractor “Pavage Vaudreuil” to extend the culvert on Chemin Sainte-Angélique at the level of Rue des Cèdres.

This week, August 23, 2021, the preliminary work will take place WITHOUT any traffic hindrances. The work consists of:

  • Making a visual surveying around the work site
  • Preparing the banks for the work estimated to start mid-September for approximately 3 weeks (when known, the schedule will be published in a future newsletter)

The culvert extension will replace the outdated, barricaded wooden walkway with a paved path along the existing sidewalk. The work will consist in:

  • Demolishing the existing concrete footbridge and headwall
  • Extending the culvert to approximately 2.5 metres
  • Building:
    • A concrete retaining wall with a guardrail
    • A paved path
  • Replacing the sidewalk section in front of the work.

Birchwood School Area Multi-Use Pathway

Works begins on Tuesday, August 3rd, 2021

The construction of a multi-purpose pathway in the Town's right-of-way will begin on Tuesday, August 3rd, 2021, for an approximate duration of 3 weeks.

Nature of the work

  • Installation of a paved pathway 
  • Addition of a concrete curb
  • Street Drainage

  • Rue des Quatre-Saisons
  • Rue Jolicoeur
  • Any surface damaged by the work will be restored with a surface of the same nature as the existing one.
  • The damaged grass will be repaired with turf.
