What is the legal nature of the by-laws available on the site?
The City of Saint-Lazare graciously provides the electronic version of many of its by-laws, or their administrative consolidations, on its Web site, for information purposes only. Only copies certified by the City Clerk shall be considered official. The City of Saint-Lazare accepts no responsibility whatsoever for the use or interpretation of published by-laws.
What is a municipal by-law?
The following definition is inspired by the book entitled Droit municipal : principes généraux et contentieux published by Éditions CCH: a by-law is the means by which a municipality implements a legislative power conferred by the Quebec Parliament. A by-law is a legislative act, usually of a general and impersonal nature. It has the force of law within the municipality.
How can I obtain a certified copy of a specific by-law?
A certified copy of a by-law may be obtained from the Service du greffe et du contentieux. You will be charged a printing fee of $0.36 per page, subject to the maximum amount of $35.00 set out in the Regulation respecting fees for the transcription, reproduction or transmission of documents or personal information, RRQ, c. A-2.1, r. 3
Can I access summarized versions of the by-laws?
The City provides summaries of certain by-laws for ease of reference. These summaries are not to be construed as legal opinions and have no official sanction. For more information on the interpretation of a by-law, please consult a legal advisor.
Can I obtain an English translation of your by-laws?
The English version of our by-laws are not available due to the City’s legal status and the Charter of the French Language, RSQ c. C-11. Please note, however, that summaries are available for certain by-laws.
Do the by-laws available on your website represent all of the City of Saint-Lazare’s by-laws?
No, but you can always contact the Service du greffe et du contentieux if you wish to obtain a copy of a by-law that is not available on the Web site.
How can I find a specific by-law?
By-laws are listed in numerical order. You can search by by-law title or by by-law number.

How often are by-laws updated?
By-laws that have been amended are updated as soon as possible through the preparation of an administrative consolidation. If you are unsure whether a specific by-law has been updated, simply contact the Service du greffe et du contentieux.
What is the “administrative consolidation” of a by-law?
The administrative consolidation of a by-law is an unofficial version of the by-law in which all amendments to the by-law have been incorporated for ease of reference. Administrative consolidations of by-laws do not replace the official text. Accordingly, the City does not warrant that these versions are accurate, complete and current at all times. The City accepts no responsibility for any discrepancies that may exist between the official texts and the administrative consolidations available on this site.
What does RMH stand for?
RMH stands for règlements municipaux harmonisés or harmonized municipal by-laws. At the request of the Sûreté du Québec, the municipalities of the Vaudreuil-Soulanges MRC have adopted harmonized municipal by-laws (RMH) on certain subjects. Each of these by-laws includes a portion that is applicable to all municipalities so that it can be enforced by the Sûreté du Québec. These by-laws may also include specific provisions, the application of which is the responsibility of each of the municipalities in question.
