3-1-1 is intended for urgent problems that require immediate municipal intervention in other words, that cannot wait until municipal offices re-open. Such problems most notably include:
- a water main break
- sewer back-up
- a road hazard
For non-urgent problems that occur outside of regular hours of operation (evenings and weekends) or on statutory holidays, residents are invited to contact the City by:
- Providing:
- their complete contact information
- a brief description of the request
- the specific location where service is required (address, intersection, streets)
- Completing an online request (a follow-up number is provided)
- Leaving a message at 450-424-8000, ext. 250
- Transmitting a picture using the Voilà signalement app
Requests will be processed when municipal offices re-open.
Community alert system
The City of Saint-Lazare has acquired a community alert system in order to reach its residents, businesses, schools, daycares and organizations in the event of an emergency or situation that affects their quality of life.
To receive these alerts, residents must register by filling out the online form.
The following are examples of situations in which the City may contact you:
- Major boil water advisory (entire sector)
- Major drinking water interruption
- Natural disaster (evacuation, etc.)
Method of message transmission
The community alert system makes it easy to send messages using the method of transmission chosen by the resident when registering. Subscribers can receive their messages using one or several of the following methods:
- Landline telephone
- Cell phone
- Text message
The subscriber can choose to listen to the message in the language of his or her choice (French or English).
Modification and unsubscription
You can change your information or unsubscribe by filling out the online form.
Privacy policy
The City of Saint-Lazare will use your personal information solely for the purpose of informing you of emergency situations or situations affecting your quality of life. Under the existing procedure, only those employees with proper authorization have access to this database. The City of Saint-Lazare will not disclose, sell or communicate the personal information collected in the Community Alert system to a third party without prior authorization, except as required by law.
Automated external defibrillators (AEDs)
Automated external defibrillators (AEDs) are electronic devices that restore a heartbeat after it has stopped. They can help save lives.
An AED is a small, portable machine that :
- analyzes the victim's heart rate;
- determines whether or not to administer a shock;
- gives audible or visual instructions to guide the user through the process.
Three (3) AEDs are now available to the general public at all times.

Patrol teams
Community patrol
Every year, the City hires a security company whose agents:
- provide preventive surveillance and intervene to ensure that existing municipal by-laws are respected in public areas such as parks, playgrounds, public buildings, streets, bike paths and any other areas frequented by residents, as well as during events;
- wear uniforms and use well-identified patrol cars;
- are mandated by the City to issue tickets on its behalf for the purpose of enforcing certain harmonized municipal by-laws (HMB)*— most notably regarding nuisances (noise, smoke, dogs, etc.), parking, illegal fires and watering—and, more specifically, the following by-laws regarding:
- the supervision of dogs, as conferred by the provincial government (No. 600);
- the use of parks (No. 637);
- the use of water distributed by the municipal water network (No. 667);
- the movement of trucks, vehicles transporting equipment and heavy vehicles (No. 785);
- fire prevention (No. 805);
- alarm systems (HMB No. 110-2019);
- peddlers and door-to-door salespersons (HMB No. 220);
- garage sales and temporary sales (HMB No. 229);
- parking (HMB No. 330);
- nuisances (HMB No. 450-2019);
- security, peace and order (HMB No. 460-2018).
* At the request of the Sûreté du Québec, the municipalities of the Vaudreuil-Soulanges MRC have harmonized certain by-laws so that they may be enforced by the Sûreté du Québec.
Equestrian patrol
Patrollers from Club Équestre les Forestiers are a group of experienced riders who are easily identified by a yellow vest emblazoned with the City of Saint-Lazare logo and the word PATROLLER written on the back. These individuals volunteer their time to ensure that horse trail users respect all applicable rules and regulations and that they are members in good standing of Club équestre les Forestiers (CEF). The patrollers are also there to promote safety and help educate trail users. The patrol also notifies the CEF of any incident, whether it involves a tree blocking a trail, missing signs, evidence of unauthorized users in the trails, etc. They are also there to help anyone who may have gotten lost on the trail or who needs assistance of any kind.
Halloween
Every year, the Fire Department patrols the streets on October 31 to ensure the safety of those out celebrating Halloween.
Police
911
The MRC is responsible for processing all 9-1-1 emergency calls for the 23 municipalities on its territory. 9-1-1 calls are routed to the 9-1-1 center in the City of Lévis. When there is an emergency (i.e., a situation that jeopardizes the safety of goods and persons), citizens dial 9-1-1 to obtain emergency services from the Sureté du Québec (police), Alerte-Santé (ambulance) or fire stations.
In addition to receiving emergency calls, the 9-1-1 center must dispatch the proper services and follow-up using the fire department’s call radio communications. Dispatchers use the relevant information at their disposal to be as effective as possible. The computer system also allows for precise location-based mapping of an event, proximity to water intakes and the risks related to certain buildings, such as the number of dwellings, the number of floors and the presence of hazardous materials.

Rue active
Rue active – Dans ma rue, on joue!
The Dans
ma rue, on joue! pilot project is an initiative that encourages young
and old alike to play freely and safely on certain residential streets in areas
targeted by Ville de Saint-Lazare. The project is part of Ville de
Saint-Lazare's action plan to promote healthy lifestyles.
What does the "rue active" designation allow?
- Allows free play between 9 a.m. and 8 p.m;
- Limit traffic speed to 30 km/h;
- Authorize the addition of equipment such as planters or similar items.
- The installation of signage specific to a rue active, such as beacons and ground markings.
Which street can be designated as a "rue active"?
- The street must be targeted by the Service de l'urbanisme and the Service de la sécurité publique et de la sécurité incendie;
- Two-thirds of adults living on the street targeted by the City responded in favor of the initiative.
Specific code of conduct for a "rue active"
By the participant
- Respect the hours authorized for free play;
- Be vigilant at all times;
- Establish free play within the authorized zone;
- Remove mobile equipment from the street right-of-way as soon as free play is over;
- Stop playing and move to the curb to let vehicles pass;
- Be respectful of motorists;
- HAVE FUN!
By the parent
- Enforce authorized hours of free play;
- Supervise children under 14 years of age;
- Be vigilant at all times.
By the motorist
- Be cautious, patient and respectful of free-play participants;
- Respect a speed limit of 30 km/h in the authorized zone.
The street will be designated as a "rue active" for a period of five (5) years. For more details, consult by-law

Be safe, be seen
Pedestrians and cyclists: be extra careful
With the darkness falling earlier and earlier each day, we encourage pedestrians and cyclists to be more visible at dusk and dawn to avoid the risk of collision.
Pedestrians and cyclists are encouraged to wear light coloured clothing, reflective clothing or vests, or reflective accessories; cyclists to equip their bicycles with lights.
The City offers residents the possibility to purchase Saint-Lazare reflective vests (security vests).
Speed
Traffic measures
City has adopted Genivar’s measures to slow down traffic in 2008. Measures provided by Genivar included a decision-matrix to handle citizen complaints, a tool box as well as request and petition forms for residents.
To request a speed survey, a resident must demonstrate his/her neighbours support his/her request by completing and submitting a petition form to the service des infrastructures.
