Financial assistance for residents
Financial assistance is granted subject to the amount available in the City's budget.

Trees
The City offers:
- A single refund of up to $150 per year, per address
Eligibility Criteria:
- Be a resident (a tenant must have a power of attorney from the owner)
- The tree(s) must be selected from the Latin names of the species specified in the municipal list.
List of indigenous* and rustic trees
This list includes native and hardy trees (rustics) that:

- Survive our climate well;
- Mature to a size of at least 7 metres tall: serviceberry trees (Shadbush), which remain smaller, are the only exception in the list of eligible trees because they are native to our region and are suitable for small areas;
- Are not susceptible to diseases (such as ash or elm or fruit and decorative trees because they require care and are more susceptible to disease);
- Are not invasive species (Manitoba maples, red norway maple or other cultivars, etc.);
- Trees must be at least:
- 100 cm high for conifers;
- 175 cm high deciduous trees;
- Planting within sufficient distance of infrastructure (sewer, water, power lines, etc.) and in accordance with municipal regulations;
ATTENTION : if you plant close to a Hydro-Québec right-of-way, you must respect a maximum height of growth at 2.5 metres, consult their leaflet; - NO LATER than 12 months after the date of purchase on the receipt.
To submit a request:
- Complete an online request;
- Fill in your personal information;
- Under Type of request, choose "Tree (financial assistance)";
- Under Request description type "Refund request";
- Attach:
- The invoice;
- A picture of the planted tree or trees at the applicant's address.
Payment of the financial assistance:
- A refund cheque is issued within 90 days of submitting an application
- The City reserves the right to verify compliance with eligibility requirements prior to payment

Rain barrel
The City offers:
- A refund of up to $100 per address for the acquisition or construction of the barrel ;
Note: exceptions apply in the case of breakage, or if, for example, the previous owner left with the installation
Eligibility criteria:
- Be a resident (a tenant must have a power of attorney from the owner);
- Be an authorized institution (Centre de la petite enfance (CPE), a daycare or educational establishment located in Saint-Lazare with proof of operation);
- The claim must be submitted no later than 12 months after the date on the receipt;
- You allow the City to verify compliance with the eligibility requirements.
To submit a request:
- Fill out an online request application
- In Step 2, in the application details, under Nature of Application, select Rain Barrel (Financial Assistance) (Housing, Planning and Environment)
- In the box, Description of the request, simply indicate the information of the product for which you are making the request.

Compostor
A home composter is a great way to add value to your compostable waste, reduce your greenhouse gas output, reduce your footprint and enjoy your compost to enrich your soil and plants.
The City offers:
- A refund up to a maximum of $50 per address on the purchase or construction cost of a compostor (backyard).
Note: exceptions apply in the case of breakage, or if, for example, the previous owner left with the installation
Eligibility Criteria:
- Be a resident (a tenant must have obtained a power of attorney from the owner);
- Be an authorized establishment (childcare centre, daycare centre or educational institution located on the City's territory with proof of operation);
- The composter must allow direct contact of the compostable material with the soil (it must not have a bottom);
- The application for reimbursement must be submitted no later than 12 months following the date on the receipt;
- The installation of the device complies with municipal regulations.
To make a request:
- Complete an online request.
- In step 2, in the application details, under Nature of application, choose Backyard composter (financial assistance) (Housing, urban planning and environment).
- In the box, Description of the request, indicate the information of the product for which you are applying.
- In step 3, click on Attach documents to the application to attach the required (scanned) documents:

- A photo of the home composter duly installed at the address applied for and in operation.

Financial assistance for Saint-Lazare home owners
Your house has at least one crack and requires at least one pile according to an engineer’s report? If so, check out the “Rénovation Québec, cracked foundation” program’s eligibility guidelines and ask the urban planning department if you think you are eligible!
Saint-Lazare therefore invites all homeowners who wish to submit a request for financial assistance as part of the program, to immediately obtain information on the steps to be taken in order to renovate a building whose foundation has cracked as a result of settling due to soil instability.
This process most notably includes a visit from a member of the Urban Planning Department, who will confirm the presence of at least one crack in the foundation, a report from an engineer attesting to the need for installing at least one pile, obtaining work estimates as well as two detailed quotations produced by specialized entrepreneurs who hold a valid licence with the Régie du bâtiment du Québec in this particular area of specialty.
Note that the homeowner is responsible for all costs incurred for this process. Note that certain costs may be eligible for a homeowner whose request for assistance has been duly validated and authorized and for which an eligibility certificate has been issued, as long as funds provided for in the budget for this financial assistance program are available.
Below is an overview of the program eligibility requirements:
- The building targeted by the request must be the property of a natural person;
- The main building must be used for residential purposes and comply with municipal by-laws;
- The engineer’s written report must attest that the foundation’s settling is the result of soil conditions and confirm that at least one (1) pile needs to be installed;
- The cost of the work to be done, confirmed by two (2) detailed quotations produced by entrepreneurs specialized in this area of expertise, must be at least $10,000 (taxes included);
- The homeowner shall cover 1/3 of the total cost of the project while the municipality shall cover another 1/3 and the Government of Quebec shall cover the remaining 1/3, subject to the clarifications provided below;
- A maximum of $20,000 in financial assistance shall be granted (representing the amount of $10,000 granted by the City and $10,000 granted by the Government of Quebec);
- The financial assistance shall be paid out once repair work is complete if, and only if, all of the conditions were respected;
- The funds available are limited;
- Should the number of requests outweigh the funds available, funds will be granted to eligible applicants on a “first-come, first-served” basis.

About the Rénovation Québec program
Note that the Rénovation Québec program is a program that enables municipalities to develop residential revitalization programs for degraded sectors in their communities after entering into a management agreement with the Société d’habitation du Québec (SHQ).
Low emission tools
The City offers:
- Up to $25 for the purchase of mulching blades and
- Up to $50 for the purchase of a manually or battery powered lawnmower, an electric or battery-operated leaf blower or an electric or battery-operated trimmer.
Eligibility Criteria:
- No financial assistance has previously been provided for the acquisition of a lawnmower chipper blade or eligible low GHG emission equipment
- The claim must be submitted no later than 12 months after the date on the receipt ;
- The application for reimbursement shall be accompanied by the invoice with information identifying the product;
- You allow the City to verify compliance with the eligibility requirements;
- You commit to using the low GHG emission tooling until the end of its life.

Hygiene products
The City offers:
- A single refund of up to $100 per year, per address
Eligibility criteria:
- Be a resident, parent of a child under 12 months or as the case may be, the person who will be using the reusable feminine hygiene products
- No financial assistance has previously been granted to this child or person
- Purchase a minimum of 20 new washable diapers
- Diapers are made of organic cotton, bamboo or hemp
- Washable diapers were acquired during the current year
You agree to use the washable diapers for the full period the child will be wearing diapers. - Eligible reusable feminine hygiene products are: reusable sanitary towels and panty liners menstrual cups menstrual panties and reusable tampon applicators;
- The application for reimbursement must be submitted no later than 12 months after the date of acquisition shown on the receipt;
- You agree to use the cloth nappies for the full period that the child is in nappies or, as the case may be, to use the reusable feminine hygiene products until the end of their life.

Toilet (low-flow)
The City offers:
- A maximum refund of $50 per address for up to two (2) toilets replaced at the same address
Eligibility criteria:
- Be a resident (a tenant must have power of attorney from the landlord);
- The claim must be submitted no later than 12 months after the date on the receipt
- You allow the City to verify compliance with the eligibility requirements;
- You agree to dispose of the old toilet at a local ecocentre.
To submit a request:
