Committees
Municipal committees are advisory in nature and have no decision-making authority. They are created by the City to examine certain municipal matters and requests. They give citizens, elected representatives and civil servants the opportunity to exchange ideas and draw up recommendations which will be submitted to the municipal council. The frequency of meetings and the number of members vary from one committee to the next.

Designation
Advisory Committee (Culture)
Council member: Pierre Casavant
The members of this committee are mandated with proposing action plans to implement the orientations of the cultural policy and the sociocultural component of the sustainable development plan adopted by the council in the library/literature, visual arts/art trade, history/heritage, performing arts and culture/education sectors in order to promote social and economic development and fulfillment as well as a sense of belonging, pride and cultural diversity, for a vibrant, active, and supportive cultural environment.

Advisory Committee (Economic development)
Council members:
Richard Chartrand and Michel Poitras
The committee makes recommendations to the Municipal Council to ensure harmonious and consistent economic development and promote both the establishment of new businesses within the territory of Saint-Lazare and the maintenance and expansion of existing businesses, subject to by-laws. The committee reviews the strategies aimed at promoting economic development and the actions to be taken based on the opportunities and challenges involved.

Advisory Committee (Équestre)
Council members : Geneviève Lachance, Brian Trainor and Pierre Casavant
This committee's mission is to ensure the sustainability of the City's equestrian heritage. To do so, it proposes activities and initiatives aimed at strengthening the ties between the equestrian community and the population of Saint-Lazare. The committee also favors the inclusion of an educational perspective in its work.
The committee can work with various partners such as local and regional organizations and businesses, as well as with the other advisory committees of the City, to ensure the inclusion of different sectors of the population. Ville de Saint-Lazare acts as a facilitator and partner. Its representatives can assist the Committee with its various projects.
The equestrian community and volunteers are the key contributors to these initiatives, creating a real sense of belonging and pride.

Advisory Committee (Environment)
Council members:
Donald Andrews and David Hill
The members of the committee are mandated with examining environmental matters, particularly related to the responsible and long-term management of the territory (sustainable development) and providing their advice and recommendations to the Municipal Council. Also, at the request of the Municipal Council, the committee can propose and evaluate policies and action plans related to the environment, the reduction of greenhouse gas emissions and adaptation to climate change.

Advisory Committee (Finance)
Council members: Tanja Minisini, Marc Emond and Brian Trainor
Depending on the mandate identified by the majority of elected officials, committee members may, among other things, review and make recommendations on matters relating to municipal finances, the annual budget, the three-year capital program and financial planning.
Advisory Committee (Trails)
Council members: Pierre Casavant and Brian Trainor
Members of this committee are looking at various aspects such as recreation, sports, cultural and community life and make recommendations for improvements. Their mandate is also to look at the current trail network, the trails’ vocation, long-term sustainability and expansion.
Advisory Committee (Municipal Security)
Council members:
Marc Emond and Brian Trainor
The members of the committee participate in the analysis of the various demands for safety in Saint-Lazare, namely those related to roads, real estate projects and parks, and then propose actions to the council. They may, as required, recommend measures to be prioritized to improve security on its territory.

Advisory committee (Municipal toponymy)
Council member: Richard Chartrand
The function of the Municipal toponymy committee is to deal with municipal toponymic matters and to advise Council on all matters relating to the naming, changing or replacement of place names for municipal buildings, public places, monuments, municipal parks and green spaces, and public roads.
Advisory committee (Urban planning)

On occasion, the City of Saint-Lazare sollicites residents wishing to get involved on the Urban Planning Advisory Committee (CCU). The CCU, constituted under the Planning and Development Act (LAU), is composed of a majority of members from the municipality to orient, guide and support actions relating to urban planning.
The CCU is composed of two (2) members of City Council, seven (7) members representing the population, with a term of two years, as well as two (2) resource persons from the Planning Department.
In order to exercise decision-making authority, Council must have received prior notice from its CCU in cases involving a minor derogation, an Comprehensive Development Plan and an architectural implementation and integration plan (PIIA).
CCU meetings are held once a month, usually on Tuesdays in the evening and in French. If you live in Saint-Lazare and would like to be a member of the Planning Advisory Committee, watch the news to find out how to submit your application.

Demolition Committee
Council members: Marc Emond, Michel Poitras and Richard Chartrand
To authorize or deny a demolition application by considering the public interest and the interest of the parties (applicant). The committee has a decision-making role and its meetings are public.
Advisory Committee (Social and Community Development)
Council members: Tanja Minisini and Michel Poitras
The committee is mandated with focusing on Saint-Lazare residents that are part of populations considered vulnerable or at risk of becoming vulnerable, who are more easily confronted with barriers such as poverty, physical and intellectual limitations and discrimination that make them fragile and prevent them from maintaining physical, psychological and social balance.
The committee's areas of intervention are: transportation, safety and mobility, recreation and community life, healthy lifestyles and accessibility, and housing.
The Advisory Committee on Community and Social Development examines matters aimed at reducing social inequalities, improving living conditions, inclusion and citizen engagement. In accordance with the mandate established by the majority of elected officials, the members of this committee recommend targeted actions to provide sustainable physical, social and economic support to the clientele targeted by this committee, in partnership with citizens and actors from the community, institutional and municipal sectors, depending on the nature of the objective. Individual and collective development, based on inclusion, equity, integrity, openness and solidarity, is at the heart of every action. The commitment of stakeholders is essential to achieving the objectives. The Town may take on the role of leader, facilitator or partner with regard to the actions proposed by the committee.
