Politique 027  Politique 027 (official French text)

The Town offers :
  • Up to $25 for the purchase of mulching blades and
  • Up to $50 for the purchase of a manually powered lawnmower
The municipal council wishes to promote the use of ecological lawnmowers (lawnmower powered manually and producing no pollutants, such as a roller mower), mulching blades for a lawnmower or mulching kits for tractors, therefore, the municipal council offers a partial refund for the purchase of these items.

You may request financial aid if the following eligibility requirements are met:

  1. financial aid has not been awarded under this policy for the purchase of an ecological lawnmower, a mulching blade for a lawnmower or mulching kit for tractor;
  2. in the case of a request for an environmentally friendly mower, it must be a manually powered lawn mower that does not produce a roller mower type pollutant. Gas, electric or battery mowers are not eligible
  3. ecological lawnmower or mulching blade was purchased during the current year;
  4. the applicant must complete and submit the request form within 12 months of purchasing the barrel or the materials for its construction;
  5. the request form is accompanied by the following documents: original purchase invoice where the product is clearly identified;
  6. you agree that the Town may verify the eligibility requirements.

Politique 010  Politique 010 (Official French version)

The City offers:
  • A maximum reimbursement of $100 per child under 12 months of age

Eligibility Criteria:

  • Be a resident, parent of a child under 12 months of age
  • No financial assistance was previously provided for this child
  • Purchase a minimum of 20 new washable diapers
  • Diapers are made of organic cotton, bamboo or hemp
  • Washable diapers were acquired during the current year
  • You agree to use the washable diapers for the full period the child will be wearing diapers.

To submit a request:

  • Complete an online request *
  • Attach required documents (scanned):
    • The original invoice
    • Proof of birth of the child
  • NO LATER than 12 months after the date of acquisition on the receipt.

The Town offers:

  • a refund up to a maximum of $100 on the purchase or construction cost of a rain barrel.

Elligibility:
  • Must be:
    • a resident
    • an authorised institution (CPE, daycare or educational establishment located in Saint-Lazare)
  • Proof of residence or, in the case of an authorised establishment, proof of operation in that building at that address
  • Proof of payment
  • A photograph of the composter properly installed at the address of application and functional
  • Installation of the device complies with municipal regulations
  • Can be replaced in case of breakage, if the previous owner left with the installation, the address in question did not benefit from a financial support
To submit a request

  • NO LATER than 12 months after the date of acquisition on the receipt.

Homes with cracked foundations: submit your request before March 15, 2022

Your house has at least one crack and requires at least one pile according to an engineer’s report? If so, check out the “Rénovation Québec, cracked foundation” program’s eligibility guidelines and ask the urban planning department if you think you are eligible!

Saint-Lazare therefore invites all homeowners who wish to submit a request for financial assistance as part of the program, to immediately obtain information on the steps to be taken in order to renovate a building whose foundation has cracked as a result of settling due to soil instability.

This process most notably includes a visit from a member of the Urban Planning Department, who will confirm the presence of at least one crack in the foundation, a report from an engineer attesting to the need for installing at least one pile, obtaining work estimates as well as two detailed quotations produced by specialized entrepreneurs who hold a valid licence with the Régie du bâtiment du Québec in this particular area of specialty.  

Note that the homeowner is responsible for all costs incurred for this process. Note that certain costs may be eligible for a homeowner whose request for assistance has been duly validated and authorized and for which an eligibility certificate has been issued, as long as funds provided for in the budget for this financial assistance program are available.

Below is an overview of the program eligibility requirements:

  • The building targeted by the request must be the property of a natural person;
  • The main building must be used for residential purposes and comply with municipal by-laws; 
  • The engineer’s written report must attest that the foundation’s settling is the result of soil conditions and confirm that at least one (1) pile needs to be installed;  
  • The cost of the work to be done, confirmed by two (2) detailed quotations produced by entrepreneurs specialized in this area of expertise, must be at least $10,000 (taxes included);  
  • The homeowner shall cover 1/3 of the total cost of the project while the municipality shall cover another 1/3 and the Government of Quebec shall cover the remaining 1/3, subject to the clarifications provided below;
  • A maximum of $20,000 in financial assistance shall be granted (representing the amount of $10,000 granted by the City and $10,000 granted by the Government of Quebec);  
  • The financial assistance shall be paid out once repair work is complete if, and only if, all of the conditions were respected;
  • The funds available are limited; 
  • Should the number of requests outweigh the funds available, funds will be granted to eligible applicants on a “first-come, first-served” basis.

Note that the Rénovation Québec program is a program that enables municipalities to develop residential revitalization programs for degraded sectors in their communities after entering into a management agreement with the Société d’habitation du Québec (SHQ).

  • Note: exceptions apply in the case of breakage, or if, for example, the previous owner left with the installation

  • Be a resident (a tenant must have a power of attorney from the owner)
  • Be an authorized institution (Centre de la petite enfance (CPE), a daycare or educational establishment located in Saint-Lazare with proof of operation)
  • The installation of the device is compliant with municipal regulations

To submit a request:

  • Attach required documents (scanned):
    • Invoice
    • A photograph of the rain barrel properly installed and functional at the address of application
  • NO LATER than 12 months after the date of purchase on the receipt.

Recreation

Eligible Residents
  • Children under 18 years of age at the start date of the activity
  • Adults 60 years of age or older at the start of the activity

Deadline to claim - new date
  • Before December 31 of the year following the start date of the activity covered by the application

Eligibility of the application
  • The start date of the activity determines the year of eligibility
  • The application must comply with the articles of the policy

Payment of the financial assistance
  • By cheque
  • To the person identified on the form
  • Within a year following the receipt of the duly completed form

Eligible expenses
  • Amount paid for registration for an organized sports, physical or cultural activities held in Canada over a period of 8 consecutive weeks* offered by a registered supplier/organization
* not necessarily consecutive for people living with a disability as defined by Law

Non-eligible expenses
  • Amount paid for registration for a drop-in activity, without structure, or an activity offered by the City
  • Membership fees, club membership fees
  • Equipment purchase or rental costs
  • Late fees, penalty fees, donations, daycare and health care costs

Activity categories
  • Each year, a participant can apply for financial assistance in only one of the 2 following categories.

Category I – Ice sports
·     This category is eligible for a maximum reimbursement of $300 per year per participant.
·     The amount of the financial assistance is calculated as follows: 50% of the amount paid for registration up to a maximum of $300.
·     To reach this maximum amount of $300, you can submit up to 2 applications per year, either at the same time or separately.
·     You can apply the financial assistance on an ice sport played ONLY with one of the following 3 organizations*:

1.  Club de patinage HRS (1163993448)
2.  Ringuette 4 Cités (1161013629)
3.  Club Patinage de vitesse des Trois Lacs  (1163811467)

Note: For Hockey HRS (1162616420), please contact the club directly to benefit from the financial assistance

If you are applying for an ice sport
with another organization, submit your claim in Category II.
Category II – Other recreation
·     This category includes ice sports practiced with organizations other than those listed in Category I, other sports as well as physical and cultural activities
·     This category is eligible for a maximum reimbursement of $150 per year per participant.
·     The amount of the financial assistance is calculated as follows: 50% of the amount paid for registration up to a maximum of $150.
·     To reach this maximum amount of $150, you can submit up to 2 applications per year, either at the same time or separately.
 

Supporting documents
Make sure you have scanned (in PDF, JPG or photo format) or photocopied (if you choose to complete the paper form) all supporting documents, including:

1. All required and valid participant cards if you are claiming for more than one person:
  • the valid resident card(s)
  • the valid birth certificate(s) or passeport(s)

2. For each participant’s activity: all supporting documents that specify the following information:
  • Service supplier or organization name and full address
  • Participant name
  • Amount paid for registration (taxes included) and proof of payment
  • Description of the activity and period (8 consecutive weeks*)
  • Date of issue of the receipt (supporting document)
  • Start date of the activity (this date determines the eligibility year of your application)

    * not necessarily consecutive for people living with a disability as defined by the Law

Hardcopy (printed) form
  • If you are unable to fill the online form, you may get a hardcopy from the Service des loisirs et de la vie communautaire at the Community centre at 1301 Rue du Bois.

Politique 029  Politique 029 (official French text)

Would you like to replace your old toilet with a more eco-friendly water-saving one? We are offering financial assistance to encourage the replacement of standard toilets with low-flow toilets which use 6 litres or less per flush.  Through this programme, the Town hopes to promote the responsible consumption of drinking water.

Attention: It is mandatory to provide a photo of the standard toilet taken at its original location, before its replacement to receive the subsidy. 

Up to 2 toilets per household will be eligible for a subsidy of $50 per toilet.

The submission of the application for financial assistance must be submitted within 12 months of the acquisition of the low flow toilet.

To obtain a refund

You must fill out an application on-line.

In step 2, in the Details section, under Request category, select Housing, Urban Planning and Environment.  Under Type of request, select Low-flow toilet (refund). In the Description of the application box, simply enter Refund Request.

In step 3, attach the following documents:

  • the invoice for the toilet ;
  • a photo of the standard toilet taken  at its original location, before  its replacement;
  • a photo of the low-flow toilet installed to replace the old toilet.

The Town must receive your application within 12 months of purchase. A refund cheque will be issued within 90 days of the submission of the application.  

*The old toilets must, as much as possible, be disposed of at an eco-centre.

Trees

  Politique 026 Politique 026 (official French text)

The City offers:
  • A single refund of up to $100 per year, per address

Eligibility Criteria:

  • Be a resident (a tenant must have a power of attorney from the owner)
  • The tree(s) must be selected from the Latin names of the species specified in the municipal list (common names are for information only - rely on the Latin name). This list includes native and hardy trees (rustics) that:
    • Survive our climate well
    • Mature to a size of at least 7 metres tall: serviceberry trees (Shadbush), which remain smaller, are the only exception in the list of eligible trees because they are native to our region and are suitable for small areas.
    • Are not susceptible to diseases (such as ash or elm or fruit and decorative trees because they require care and are more susceptible to disease);
    • Are not invasive species (Manitoba maples, red norway maple or other cultivars, etc.).
  • Trees must be of a minimum height of:
    • 100 cm for conifers
    • 175 cm deciduous trees
  • Planting within sufficient distance of infrastructure (sewer, water, power lines, etc.) and in accordance with municipal regulations
  • IMPORTANT: if you plant close to a Hydro-Québec right-of-way, you must respect a maximum height of growth at 2.5 metres, consult their leaflet.

    • A photograph of the tree or trees planted on the property related to the application
  • NO LATER than 12 months after the date of purchase on the receipt.
