Construction of a new town hall with community facilities

Resident information session Saturday, November 21, at 10 a.m.

SAINT-LAZARE, Québec, November 16, 2015. – Following the adoption of by-law number 966 which decrees an expense of $10,369,000 (and a loan of $9,369,000) to build a town hall which will include community facilities, the Town of Saint-Lazare invites all residents to attend an information session at the Saint-Lazare Community Centre (1301 Rue du Bois) on Saturday, November 21, at 10 a.m.

At this information session, residents will be able to consult the preliminary plans for the new town hall which will be unveiled by Mr.  Taillefer, architect, LEED AP and senior partner of Massicotte, Dignard, Taillefer, Patenaude, atelier d’architecture. The members of Council and the heads of the various Town departments will be present to answer questions from residents.

New features: community facilities, accessibility and one single point of service!

The new building, which will be build at the exact same place of the existing town hall, will include facilities designed for use by community organizations under certain conditions. The building will be accessible for people with impaired mobility. And since it will house many Town departments, residents will have access to almost every municipal services in one location!

Federal and provincial governements financial support

A financial support up to a maximum of $1,146,968 has been granted to the Town as part of Federal Gas Tax Fund Revenues and the Government of Québec’s contribution for infrastructures with community purposes.

The current situation

The existing building does not meet the standards set by the Québec Construction Code. And it cannot be renovated, changed or extended to meet these standards. This former school was built in 1952 and it cannot house all the employees needed to smoothly run a town the size of Saint-Lazare. To address the shortage of office space, the Town presently rents space in a nearby building at the cost of approximately $200,000 per year and also uses temporary buildings.

The construction of a new town hall has been on the list of municipal projects since 2006 and is included in the 2015, 2016 and 2017 Three-Year Capital Expenditure Programme.

For any questions regarding this project, please contact Alain Sauvé, project manager at 450 424-8000, extension 240 or at asauve@ville.saint-lazare.qc.ca.

Introduction to food forests

Environment conference for Saint-Lazare’s residents

SAINT-LAZARE (Québec), November 4, 2015. – Residents of Saint-Lazare are invited to a free conference Introdution to food forests on Thursday, November 19 at 7 p.m. at the community centre (1301 Rue du Bois). Although this workshop will be given in French, questions in both official languages will be welcome.

Through careful design, permaculturists have discovered that the speed of a forest’s natural cycle of creation can be increased. By reproducing the structure of a natural forest while introducing fruit and nut-bearing species, it is possible to establish an autonomous and abundant forest.

Food forests integrate the principles of permaculture, namely taking care of nature and taking care of people by offering a viable alternative to conventional farming. In addition to ensuring food security, food forests increase biodiversity, rebuild the soil, reduce erosion and help retain carbon.

The following subjects will be covered:

-          What is a food forest?

-          Companion planting (guild)

-          Planting

-          Maintenance

-          Design examples (suburb, garden, hedge)

A successful vital intervention thanks to exceptional team work

SAINT-LAZARE, Québec, September 23, 2015. -  On Tuesday, September 22, members of the Town of Saint-Lazare Fire Department welcomed Flavie Lafontaine, now 19 months old, whom they rescued following a serious accident this past summer in a Saint-Lazare campground.  The reunion was all the more heartwarming since the toddler is in perfect health and has no after effects from the electric shock she experienced.

From left to right: paramedics Ghenadie Balaur andBenoît Gariépy, Flavie Lafontain family memberse, Sûreté du Québec police officers, Julie Voyer andStéphanie Labre, first responder, Martin Gareau, Firest Responders Chief, Patrick Lefebvre Fire and Public Safety director Daniel Boyer

It all started when a call was made to 9-1-1 on Tuesday, June 23, 2015. When the Saint-Lazare first responders arrived at the campground, little Flavie Lafontaine, then 16 months old, had suffered a cardiopulmonary arrest following a severe electric shock. Dispatched to the scene, First Responder chief Patrick Lefebvre and first responder  Martin Gareau immediately initiated CPR and also applied two shocks with an automated external defibrillator. Fire and Public Safety director Daniel Boyer assisted them throughout the intervention.

When paramedics Guy Poulin, Ghenadie Balaur and Benoît Gariépy of the Coopérative des techniciens ambulanciers de la Montérégie arrived at the scene, the child was still unconscious but her pulse had returned. SQ officers Julie Voyer and Stéphanie Labre soon arrived to assist the medical teams. They took charge of the intervention and provided comfort and support to the young patient’s parents. All those involved then worked together to maintain the patient’s vital signs and arrange her transport to the Centre hospitalier du Suroît where she regained consciousness at last.

Today, the toddler is in perfect health and has no after effects from the incident.

Dunes Lake Park renamed in memory of Ivor McLeod

SAINT-LAZARE (Québec),
June 15, 2015. – On Sunday, June 14, 2015, accompanied by members of Council, Ivor McLeod’s wife Marilyn McLeod, brother Rick McLeod and close friends, Saint-Lazare mayor Robert Grimaudo unveiled a plaque commemorating Mr. Ivor McLeod, a key player in Saint-Lazare’s growth, thereby officially changing the name of Dunes Lake Park to Ivor-McLeod Park.

“Thanks to Ivor McLeod, Saint-Lazare has retained its country charm and continues to attract nature lovers. He championed the preservation of our trees. And, as you all know, this is a vision I share with Mr. McLeod. I also do my best to ensure that municipal regulations provide optimum preservation of our trees. I therefore invite you to symbolically plant a tree in honour of Ivor McLeod,” said Mayor Robert Grimaudo with great enthusiasm.

My brother was a visionary and a unique thinker. Saddlebrook was his dream of a utopian looking community free of all urban trappings. You can see that vision today as you drive through Saddlebrook Cedarbrook and Chanterel. No where can you detect Hydro poles, overhead wires or phone lines. He walked every road of each development to ensure that no fences were erected, no unsightly campers, RVs, boats etc….were present to deter from the magnificent beauty of the forest and landscapes. ” concluded Rick McLeod, brother of Ivor McLeod.

Born in 1924, Ivor McLeod was a Saint-Lazare resident who profoundly influenced the development of his town as we know it today. He was a true visionary who dreamed of a community where nature and families would come together. Today, his dream is reflected in our lakes, our parks and in the surrounding communities which we all enjoy.

In 2014, Council decided to create a toponymy advisory committee whose mandate was to develop a policy relating to toponymic designations and odonyms in order to officialise the name assignment methodology. This policy sets the rules, criteria and procedures which will enable the Town to handle requests with respect to place and street names in a transparent, fair, consistent, coherent and efficient manner.

Information session on the community support policy

An invitation to residents, volunteers and organisations

SAINT-LAZARE, Québec, June 3, 2015. – The mayor of Saint-Lazare, Robert Grimaudo, and the members of Council are inviting the residents, volunteers and organisations to an information session on the community support policy on Tuesday, June 9, 2015 at 7 p.m. at the Saint-Lazare Community Centre (1301 Rue du Bois).

On May 5, 2015, to extend its financial support to all taxpayers, Council adopted the Community Support Policy (previously known as the Donation and Grant Policy) setting out the new rules for the provision of financial and material assistance. Since the new policy focuses on providing assistance to individuals (residents, children under 18 and adults 60 and over) rather than to organisations, and because of the financial impact on certain organisations, this information session will allow the Town to explain:

  1. the main changes in the assistance provided (for both organisations and residents)
a) the financial impact on the not-for-profit organisation (NPO)
b) the impact on the members (for example: ice sports, Active for Life activities, etc.)

 2. the new features for residents (request for assistance for non sport-related registrations)

a) eligibility criteria (age, place of residence, etc.)
b) categories, etc.

3. the refund request procedure (for a resident)

a) a brief outline (for ex. 50% the registration fees up to a maximum of $50)
b) the form to fill out
c) the documents to submit:
  •  eligible receipts in proper form (what organisations must comply with for their clientele to be eligible)
  •    proof of residence, etc.)

The elected officials and the staff of the Community Life and Recreation Department will attend this information session to answer questions.
