Saint-Lazare has experienced rapid growth over the last few years and the Town has deemed
it necessary to modify its organisational structure to give the municipal team more
flexibility in order to better meet the needs of the population. The organisation has
undergone no major changes since 2000 but, in the meantime, the population has risen from
13,309 to 18,922 as of January 2011. It is therefore necessary to merge some services and
split others to achieve greater synergy within the organisation, maximize the use,
allotment and mobilization of the skills and resources and continue to follow quality
standards in the delivery to the population of new and current services.
Major changes include the creation of a new Human Resources Department to better serve the
Town’s staff of 229 (42 permanent employees and 181 seasonal employees). This will also
enable the town clerk’s office, which was previously responsible for this task, to focus
on administrative and legal issues. It also shows the creation of a new “purchasing”
position to centralise the Town’s purchases, achieve economies of scale, increase our
bargaining power, reduce delays, improve inventory control and increase the productivity
of all departments by freeing them of this time-consuming task; the creation of an
“sustainable development integrated management (SIDM) ” position which will help us draw
on the skills and experience of all our managers to find integrated solutions to the
complex issues our municipality is facing; the creation of a team dedicated to parks and
green spaces because of the ever increasing needs in that sector (over 20 parks); the
integration of our security services to increase synergy between the teams and, finally,
the merger of so-called “support and decisional support” positions within an administrative division.
